
Philadelphia International Airport (PHL) selected Global Program Partners a joint venture of three companies CH2M Hill, CMTS LLC, and Delon Hampton & Associates to manage the planning and construction of the multi-billion-dollar expansion of the Philadelphia International Airport.
The Philadelphia International Airport’s Capacity Enhancement Program, a comprehensive construction program for expansion and modernization, and one of the first components included the extension of two existing runways with associated taxiway and navigational aids improvements. Package 1 consisted of site preparation and installation of underground electrical utilities and storm drainage system associated with the runway and taxiway extensions, as well as the relocation of aircraft fueling supply lines between the fuel farm and fueling islands.

Other potential projects include:
- Reconfiguration, upgrade and expansion of the existing terminal complex in its existing location
- Construction of a new centralized ground transportation center, consolidated rental car facilities and associated parking facilities
- Construction of new airport support facilities, including aircraft rescue and firefighting, new corporate hangars, a relocated and expanded fuel farm, a new supplemental deicing facility, relocation of the Federal Aviation Administration’s Air Traffic Control Tower, a new centralized airport maintenance facility, a new Cargo City facility, and relocation of a UPS facility.
With a strong commitment to being community partners with the City of Philadelphia, the Global Program Partners team incorporates minority and women-owned business. From contract execution in 2013 through December 2018 fifty percent (50%) of the total contract value has been spent with Minority, Women, and or Disadvantaged businesses enterprises.
